Dr. Crystal Miller is a citizen of the Walker River Paiute Tribe, and serves the Association as its Cultural Sovereignty Director. Crystal is a nationally recognized expert in federal Indian law, Native Nations governance and policy reform. Crystal also serves as an adjunct professor at California State University, San Marcos, where she teaches courses focused on federal Indian Law, Native Nation jurisdiction, and environmental justice. Crystal was appointed by Secretary of the Interior Deb Haaland in 2025 to serve on the Public Lands Advisory Committee; and was appointed by the President of the National Congress of American Indians to serve on the Energy and Minerals Policy Subcommittee in 2026. She was also a recipient of the National Center for American Indian Enterprise Development Native American 40 Under 40 Award in 2026. Crystal’s expertise in reforming Native Nation constitutions and governance frameworks has guided multiple Native Nations through transformative constitutional reform processes, aligning governance structures with Native values while reinforcing sovereignty and self-determination. Her groundbreaking “Post-Acknowledgment Theory” offers a powerful critique of the colonial legacy embedded in federal recognition and has reshaped how Native governance reform is approached across Native Country. As a scholar, policy strategist, and fierce advocate for Native rights, Crystal continues to bridge academia, grassroots advocacy, and high-level policy arenas to advance justice, self-governance, and the inherent rights of Native Nations. Crystal earned her Ph.D. from the University of Arizona, where her research focused on federal Indian law and policy, Native Nations constitution reform, and strengthening Native Nation governance structures through a decolonial lens.
